Missouri State University President Dr. Richard B. Williams today announced the appointment of Jamie Birch as chief of staff/assistant to the president for legislative affairs, effective June 24.

Birch brings extensive experience in executive leadership and government relations, most recently serving as policy director in the office of Missouri Gov. Mike Kehoe. In that role, she led the administration’s policy team, managed large projects across multiple state agencies, and advised on state budget matters, agency operations and legislative priorities.
“We’re thrilled to welcome Jamie to Missouri State University,” said Williams. “Her experience in executive operations and legislative strategy makes her uniquely qualified for this dual role. Having worked at the highest levels of state government, she understands both executive leadership and advancing legislative priorities that will benefit our university and students.”
In her new position, Birch will serve as both chief of staff to Williams and coordinator of the university’s governmental relations efforts. As chief of staff, she will oversee the president’s schedule, facilitate access to the president and coordinate projects and initiatives. Birch will also lead the university’s local, state and federal legislative agenda.

Birch previously held the same policy director position under former Gov. Mike Parson from 2023-25, where she led state agency cabinet engagement and coordination. She served as deputy policy director from 2020-23, managing large projects across multiple state agencies.
Birch’s career includes legislative and executive leadership roles at the Missouri Public Service Commission, the Town of Queen Creek, Arizona, and the office of Arizona Gov. Janice K. Brewer.
She holds a Master of Public Administration from the University of Missouri and a Bachelor of Arts in Political Science from Arizona State University.
